The Godhead is portrayed in the first nine verses of Isaiah 61. Verse :8, declares that the person speaking in verses :1-:7 is YHWH / Jehovah.
In Luke 4:18-19, Jesus declared himself to be the person speaking in Isaiah 60:1-2.
That makes Jesus Jehovah.
In this passage, we see the language shifting from first person to third person [I, ME, HE], as YHWH alternately refers to Himself as the Holy Spirit of YHWH, the Ruwach, the Godhead--Elohiym/YHWH, and the Messiah [vs: 1-3], The WORD [John1:1]

YHWH is upon ME because YHWH has anointed ME
to preach good tidings to the meek HE has sent ME to bind up the
brokenhearted to proclaim liberty to the captives and the opening of the prison

And they shall build the old wastes they shall raise up the former desolations
and they shall repair the waste cities the desolations of many generations 5:
And strangers shall stand and feed your flocks and the sons of the alien shall
be your plowmen and your vinedressers 6: But you shall be named the
Priests of YHWH [you shall be] called the servants [of] Elohiym
you shall eat the riches of the Gentiles and in their glory shall you boast
yourselves 7: For your shame you shall have double and for confusion
they shall rejoice in their portion Therefore in their land Promised Land
they shall possess the double Everlasting joy shall be unto them :3 8:
For I YHWH love judgment I hate robbery for burnt offering
And I will direct their work in truth and I will make an Everlasting
Covenant with them 9: And their seed shall be known among the Gentiles,
and their offspring among the people All that see them shall acknowledge them
that they are the seed which YHWH has blessed
